Francis Slay


Francis Slay is an attorney with the firm Spencer Fane, LLP. Prior to his long-standing service as Mayor of City of St. Louis (2001-2017), Francis was a private practice attorney for 20 years, with a concentration in civil litigation. He was a partner and trial lawyer with a St. Louis law firm, where he represented plaintiffs and defendants in a wide variety of cases, including commercial, employment, personal injury, products liability, and probate litigation. He has handled and tried cases in state and federal trial and appellate courts, locally and around the country. As mayor of St. Louis, Francis oversaw and participated in range of disputes, litigation, as well as settlement discussions and negotiations. He began his legal carrier as a law clerk to the Honorable Paul J. Simon in the Missouri Court of Appeals Eastern District. He combines his substantial legal knowledge with his work and experiences in public service. Francis was inducted into the St. Louis University School of Law Hall of Fame in 2019. He was the recipient of the Missouri Lawyers Influential Lawyers Award in 2015, and the St. Louis Bar Foundation Spirit of Justice Award in 2009.
