Martha Brown has been practicing in the field of Elder and Special Needs Law for over 30 years and is a Certified Elder Law Attorney* as certified by the National Elder Law Foundation. Judge Burger served as a Circuit Judge for the Twenty-Second Judicial Circuit for thirteen years (1995-2008).  Before becoming a judge, she practiced law for nineteen years; first as a prosecutor in the city of St. Louis for four years, then as a solo practitioner in the general practice of law. Judge Burger served as a hearing officer for the St. Louis Board of Police Commissioners 1980-1994. In 2011, Governor Jay Nixon appointed her as Chair of the St. Louis Board of Elections, where she served for five years. Accomplishments

Ken Chackes has extensive mediation experience having served as a mediator in over 100 cases since 1999, primarily in the areas of employment, civil rights, and education. He also has represented parties in more than 100 additional mediations as part of his litigation practice. Ken is a Qualified Mediator for the U.S. District Court, Eastern District of Missouri; Circuit Court for the City of St. Louis; U.S. Equal Employment Opportunity Commission; and the Missouri Department of Elementary and Secondary Education.

Ken also has significant litigation experience, specializing in employment discrimination, disability law, education law, civil rights, clergy sex abuse, and other civil matters. He is a founding partner and currently practices in the law firm of Chackes Carlson, LLP (established in 1996 as Van Amburg, Chackes, Carlson & Spritzer). Ken also has served as an Administrative Hearing Officer in special education hearings for the Missouri Department of Elementary and Secondary Education. Accomplishments

Judge Cohen was the longest serving Judge in the State of Missouri, with more than 41 years of service at the time of retirement. Prior to joining the Bench, Judge Cohen was engaged in the private practice of law with the firm of Thomas, Busse, Weiss, Cullen and Godfrey, representing both plaintiffs and defendants. Judge Cohen was elected magistrate Judge, Second District, St. Louis County in 1974 and he was re-elected in 1978. Judge Cohen served as an Associate Circuit Judge, Division 32, until 1994, when he was appointed Circuit Judge, Division One by Governor Mel Carnahan. In the years 1998 through 2000, Judge Cohen was the Presiding Judge of the Circuit Court of St. Louis County. In 1985, Judge Cohen was honored to serve as the President of the St. Louis County Bar Association.  Judge Cohen’s articles have been published in the Journal of the Missouri Bar, the St. Louis Bar Journal, the Missouri Conservationist and the St. Louis Countian. He has authored chapters in Missouri Bar Continuing Legal Education desk books. Judge Cohen was a principal author of Missouri’s first mental health civil commitment statutes. He served on the Missouri Supreme Court ad hoc Court Security Committee, as well as the Missouri Bar Judicial Administration Legislative Review Committee. Judge Cohen received the Dudley C. Dunlop Distinguished Service Award in 2016 from the St. Louis County Bar Association.
